"Rubbish Removal Prohibited" Say What?

A short post and a question:  I had to make a trip south along I-5 accompanied by Watson (my copilot), and stopping every so often at rest-stops.  He loves them.  Me, not so much.

At one rest-stop, near Corvallis, I was puzzled by a rather official looking sign.

OK, it was April 1st with all the associated ramifications.  However, this sign looked like it was official and had been hanging there for some time.  It read, ‘Removing Rubbish Prohibited.’

Now, what in the heck did the Oregon Department of Transportation mean by that?  

Has rubbish removal been a problem at rest-stops?  And, if so, wouldn’t that be a good thing?

Watson was of no help whatsoever.  He was in a hurry to visit the dogie area.
